BEIJING, March 27 (Xinhua) -- Chinese Premier Li Qiang on Friday presided over a State Council executive meeting that emphasized further promoting the high-quality construction and development of the Xiong'an New Area in north China's Hebei Province.

The meeting called for pragmatic and effective measures to advance the high-quality construction and development of the Xiong'an New Area, and strengthening both the momentum for relieving Beijing of functions non-essential to its role as the national capital and the new area's capacity to attract and accommodate such functions.

Efforts should be made to continuously enhance endogenous development momentum and provide greater support to the new area in terms of policy and institutional innovation, layout of major platforms, and regional economic cooperation, according to the meeting.

The meeting also heard a report on the development of China's service sector. It is necessary to fully tap the development potential of the service sector, promote the extension of producer services toward specialization and the high end of the value chain, and facilitate the high-quality, diversified and convenient development of consumer services, the meeting noted.

Efforts should be focused on key areas with strong leading roles to improve policy support and institutional mechanisms, said the meeting, urging an increase in support in terms of fiscal, taxation, financial and factor guarantees, expanding market access and opening up in the service sector, and fully unleashing market vitality.

The meeting also discussed policy measures regarding accelerating the construction of a tiered diagnosis and treatment system. Efforts should be made to guide the public to seek initial diagnosis at the grassroots level, with a focus on common and chronic diseases, and to promote the channeling of medical and health services to the grassroots and the improvement of grassroots capacity, the meeting said.
